On the series Resident Alien, portals provide the ability to travel through time, space, or both.

They can appear either on the ground or in the sky. When an object passes through it, the object is teleported in either time, space, or both. The Greys and the Alpha Draconians both have the ability to manipulate portals. As Harry Vanderspeigle explains to Asta Twelvetrees, his people never figured out how they work. 500 years in the future, in the timeline where Earth is left destroyed, portals were left along Earth's energy lines, referred to by humans as ley lines.
Heather, a Blue Avian, also uses a portal to travel to Harry Vanderspeigle's cabin to serve notice to him to leave the Earth. The transportation of unauthorized fruit through these portals apparently has the ability to render them inoperable for several days until someone is able to repair them. It is unclear whether her people innately have the ability to use portals, or if she simply has access thanks to her work as a member of the Galactic Federation's Housing Council.
